I think that I might outsource hiring/recruiting of required personnel to a consultancy firm in India. This is because consultancy firms in India will be better experienced in hiring/recruiting of Indian candidates for specific job positions. I think that I would consider quality of the new recruits at GM to be the criteria if outsourcing is a good fit for this project plan. This is because GM will have enough financial resources to outsource work. Therefore, there will not be any financial problems for GM after spending money on the consultancy form. GM will only need to avail the services of the chosen consultancy firm at the startup of the manufacturing unit and distribution center. Thereafter, GM can use its experience and hire new candidates if required.
